Wholesale kitchen items by material: BIS standard and HSN
Each kitchen material has its own tariff heading, and GST portal’s master splits it again at eight digits. A steel lunch box, a melamine plate and a glass jar from one supplier land on three different invoice lines, so each heading on your purchase bill has to match what is in your carton. Lines below are copied from GST portal’s HSN master as listed on 22 Oct 2026.
| Line | Description on GST portal | Typical stock |
|---|---|---|
| 7323 93 10 | Pressure cookers, of stainless steel | Steel cooker |
| 7323 93 90 | Other table, kitchen or household articles of stainless steel | Steel tiffin, plates, kadai |
| 7615 10 11 | Pressure cookers, of aluminium | Aluminium cooker |
| 7615 10 21 | Non-stick cookware, of aluminium | Non-stick tawa, fry pan |
| 3924 10 10 | Plastic tableware and kitchenware: insulated ware | Insulated casserole, hot box |
| 3924 10 90 | Plastic tableware and kitchenware: other | Plastic tiffin, lunch box, jars |
| 6911 10 11 / 6911 10 21 | Porcelain or china tableware and kitchenware: of bone china and soft porcelain | Bone china dinner set, cups |
| 6912 00 10 / 6912 00 20 | Ceramic other than porcelain: tableware / kitchenware | Stoneware mugs, ceramic jars |

Metal water bottles have their own row on BIS’s list: IS 17803:2022 Potable Water Bottles (copper, stainless steel, aluminium), and steel vacuum flasks sit under IS 17526:2021 (BIS Scheme-I list, checked 22 Oct 2026). If your kitchen lot includes bottles, check them as a separate line, not as part of a tiffin order.
Wholesale stainless steel kitchen items: an order that has changed several times
BIS’s list still shows IS 14756:2022 Stainless Steel Cookware on 22 Oct 2026, but its order has been rewritten several times, so treat stainless steel as unsettled. BIS cites the Cookware and Utensils (Quality Control) Order, 2023 (S.O. 3583(E), 9 Aug 2023) and later orders up to the Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2026 (S.O. 219(E), 15 Jan 2026; S.O. 1661(E), 30 Mar 2026).
One testing-firm summary (SGS, Feb 2026) reads that 2026 order as taking stainless steel utensils out of scope and keeping aluminium. Their reading disagrees with BIS’s list as we checked it, and we have not read any order text ourselves. Before you decide a steel lot needs no licence, open today’s cookware order on BIS’s Scheme-I page and read its scope clause yourself. We print no start dates for this order for that reason.
Aluminium is clearer: IS 1660:2024 Wrought Aluminium Utensils sits on that list too, and pressure cookers have their own order (IS 2347:2017, Domestic Pressure Cooker (QC) Order, 2020).
Crockery wholesalers and utensil buyers: 4 checks before you pay
- Name the material in writing. "Steel" on a quote should mean stainless steel (7323 93), not aluminium (7615); "dinner set" can mean bone china (6911), stoneware (6912) or melamine plastic (3924). Ask your supplier to write it on each quote.
- If the item is on BIS’s list, ask for the licence details for that IS number. Pressure cookers (IS 2347:2017), aluminium utensils (IS 1660:2024) and insulated containers (IS 17569:2021) are listed; match that licence to its IS number on BIS’s Scheme-I page.
- Check each HSN line on your invoice against our table. A plastic tiffin billed under 7323 or a bone china set billed under 6912 is a mismatch you inherit when you resell.
- Work out your margin before you agree a price. Put landed cost per piece, shipping and marketplace fee into our wholesale margin calculator and see what is left at your selling price.
For crockery and glassware, check two is short: our search of BIS’s list on 22 Oct 2026 found no row for porcelain, ceramic or glass tableware, or for plain plastic kitchenware. That is a negative search result on one date, not a ruling, so recheck the list before a large order.
Wholesale tiffin box vs pressure cooker: one order, different rules
Worked example: a mixed kitchen carton
A home-and-kitchen reseller listing on Meesho orders one carton with three items. Plain plastic tiffin boxes go on line 3924 10 90, and we found no BIS row for them. Insulated tiffins are insulated ware, 3924 10 10, and insulated food containers are on the BIS list to IS 17569:2021. Aluminium pressure cookers are 7615 10 11, with the cooker under IS 2347:2017 and its gasket under IS 7466:1994.
So one carton needs three invoice lines and two licence checks covering three standards: IS 2347 and IS 7466 for the cookers, IS 17569 for the insulated tiffins. If your supplier bills everything on one line, ask for a corrected invoice before you pay; your Meesho catalog will carry a separate HSN for each product anyway.

Frequently asked questions
Do stainless steel utensils need an ISI mark?
BIS’s compulsory-certification list showed IS 14756:2022 Stainless Steel Cookware on 22 Oct 2026; check the current cookware order on BIS, as one summary reads the 2026 order differently. Read the order’s scope clause before you buy a large steel lot without a licence.
Is ISI mark compulsory for pressure cookers?
Yes: domestic pressure cookers are on BIS’s list to IS 2347:2017, and their rubber gaskets to IS 7466:1994. Both were on BIS’s Scheme-I list when we checked on 22 Oct 2026.
What is the HSN code for kitchen items?
It depends on the material: 7323 for steel, 7615 for aluminium, 3924 for plastic, 6911 for porcelain, 6912 for other ceramic and 7013 for glass. Eight-digit lines sit in our table above, read from GST portal’s master on 22 Oct 2026.
What is the GST rate on kitchen items?
Read the rate for your heading in CBIC Notification 9/2025 (Rate); we have not printed it until it is verified. Search that notification for your material’s four-digit heading, such as 7323 or 3924.
What is the HSN code for plastic tiffin boxes?
Plastic kitchenware is 3924 10 90 and insulated ware 3924 10 10; insulated food containers are also on BIS’s list to IS 17569:2021. A steel tiffin is a different heading, 7323.
Where do crockery wholesalers buy stock?
From manufacturers and traders, offline or on B2B sites; we do not list suppliers we have not verified. Ask any supplier for material in writing and an HSN line on each invoice before you pay.
